Hebei Provincial Academy of Water Resources (HPAWR) was established in 1958, under the jurisdiction of the Water Resources Department of Hebei Province. HPAWR is a comprehensive academy for foundational research on water resources, application research and development of engineering technology, as well as technical consulting service. The main fields are scientific research on development and utilization of regional water resources, protection of water environment, programming and application of soil and water conservation, foundational measures of water project, flood control and drought resisting, economical analysis of water resources, architectural project of industry and civil .HPAWR has achieved the first class certificate for water resources evaluation of the development and construction projects issued by the Ministry of Water Resources, the second class certificate for engineering consultation issued by the National Development and Reform Commission, the second class certificate of preparing soil and water conservation plans for development and construction projects issued by the Water Resources Department, the second class certificate of water resource reconnaissance and appraisal issued by the Water Resources Department, and the second class certificate of soil and water conservation monitoring issued by the Water Resources Department. HPAWR is composed of 8 research departments. The academy is the technical support unit of Testing Center of Hydraulic Engineering Quality of Hebei Province, Dam Safety Management Center of Hebei Province, Research Centre for Flood Control and Drought Disaster Relief Technology of Hebei Province. There are two companies subordinated to the academy, which are the Hebei Water Project Management Corporation.Ltd, and the Hebei Provincial Research and Development Company of Water Saving Irrigation. There are 120 specialists and workers at this unit, including 7 professors , 30 senior engineers, 1 expert sponsored by the state council, 3 experts of provincial think tank and 6 youthful experts who have made outstanding contribution to hebei province. Since the establishment in 1958, HPAWR has been working on research on the development and utilization of water resources, control and melioration of salinity, water saving irrigation, water resource assessment, and geological survey etc. Since 1978, 5 scientific achievements have gained provincial or national level prizes, of which are 2 national level prizes, and 42 advanced prizes of science and technology of hebei province. HPAWR has also conducted major testing for significant water engineering. HPAWR is actively involved in international exchange and cooperation activities, and has developed many projects on scientific research and technical cooperation with Romania, Netherlands, Spain, Australia, Belgium, Germany.
